So I have a problem, I have 4 players who seem good enough to get called up to the majors, all of which could help me at the big league level, but they aren't recommended, if I move them up a 2 or 3 levels, will that be okay or bad?

I think a good rule of thumb in these situations is that if you don't already feel confidant that you know the answer, go with the recommendations. Once you run a few dozen players through the process, you can start to make judgment calls on guys with a little more surety.

The thing I would focus on is the gap between where their skills are, and where I project the skills to reach. If the gap looks small enough to fill through experience, I might consider bringing them up.

Saldana for example. He has 7 power with "decent" (~14-16) scouting. 9 skill points is a lot to fill. Similarly, he has 3 fielding with no scouting (9-12). Those big gaps mean I would not consider bringing him up early.

But how would I know the "gaps" that they have, like is there a list for that in theory, or if not how would you know

I wait until they are recommended.

But it is a real judgement call for those players who are still in the minors and have turned 25. The game automatically recommends that all of these players go to the majors.

But some of them can really benefit from more time in AAA or even AA. I have had several 25 years old players get more SI points by staying in the minors for a while during their 25 year old season.

I have had numerous guys stunt after following the AI recommendation. Its possible that they were just scouted with the wrong POT, but I actually leave a lot of my guys in AAA for a little while even after they are recommended now.

Yea, I have wondered that myself.

I have a couple of relief pitchers in the majors now that were 23 when I was told by the game to promote them to the majors. They did not look fully ready. Dean and Campbell

I am wondering if that was the right call. But those pitchers are my lower end prospects so I can experiment with them if I need to. I am rebuilding and I have more valuable releif pitchers that will promote in a season or two.

I am interested in seeing how they turn out. I will learn from that.
