21 - +8 SI already

What kind of growth are you looking for?

His development is fine. One trap that many people fall into is only looking at SI and age to determine how a players development is going. The two best things to look for are SI growth rate (which rock already touched on), and minor league level. Your guy is in AA as a 21 year old, which is right on schedule. His growth is good too. I've found that the growth rate and minor league level are also a good indicator of growth once in the big leagues. I have two guys I wasn't expecting to turn out well a few seasons ago when I didn't know any better. Fortunately for me, I did not drop them and stuck them in the bullpen for a season. They both grew about 25 SI in a season and will easily reach max potential.

On the other hand, you could have a guy who is 24 and in A or AA who has 80 SI. Don't be fooled! A 24 year old in A is bad news.

Seriously, I must agree with the other comments. Its perhaps a bit surprising to see a 15 POT pitcher with below average control, but I don't see it being an issue in any way. He should turn out very nicely and serve you well for many seasons to come.

Wasn't worried about the SI. I have learned to not judge by that alone. His pitching numbers is what are concerning me a bit

Minors numbers don't mean much. He has a lot of growing to do still.
