So realistically I've drafted a 14 POT pitcher. But I have no complaints. I played for 3 years and never got a 15 POT player and now I have 3 in the span of 8 months. Go figure.

I'm still waiting for my first...

Realistically that is a POT 15 pitcher BTW.

I'm sorry Rock, I was feeling the drought with you for a long time. And I usually find when a pitcher's combined rng/arm is above 30(15 SI) I consider it a drop in their potential stat. Which may or may not be the most accurate metric. But I've had 12 POTs with low rng/arm have much better pitching ratings than 13 POTs with high rng/arm

Arm and Range only count for 1/3 the amount of SI as the actual pitch ratings. They don't have as big an impact as most people think. And realistically, 12 is about average, so 16 isn't a big deal. Certainly not enough to drop a guy a whole POT level. Pitchers also have lower SI totals than hitters on average. I frequently have POT 12 pitchers who are studs, but it is rare for a POT 12 hitter to be a super star. That guy looks like a total stud to me.
